The capacity building level of cosmetic inspection and testing institutions adopts three levels: A- level 'comprehensive ability', B- level 'higher ability' and C- level 'conventional ability, in principle, Level A to Level C capabilities are covered downward step by step. A- level function positioning (1) Be able to fully provide technical support services for cosmetics supervision, have strong technical guidance and guidance ability, and have strong basic research, technical innovation, arbitration inspection and re-inspection ability; (2) Able to carry out research on new technologies, new methods and new standards for cosmetic inspection and testing; (3) Able to carry out international exchanges and cooperation in relevant fields, play an active role in participating in the revision of international standards, and have strong credibility and influence at home and abroad; (4) Be able to complete the corresponding national cosmetic statutory inspection, supervision and inspection, law enforcement inspection, risk monitoring, risk assessment, judicial inspection and other tasks; (5) Can play a core technical support role in the response and emergency inspection of major emergencies of cosmetic quality and safety; (6) Able to guide the inspection and testing work in related fields of Grade B and grade C Cosmetics; (7) Can provide reliable technical support for government departments to issue cosmetic quality announcements. B- level function positioning (1) With high ability of cosmetic inspection and testing, the advantageous fields can reach the domestic leading level and be in line with the international level; (2) Have certain scientific research ability, be able to carry out exchanges and cooperation in related fields, carry out research on basic and key inspection and testing technologies and rapid and supplementary inspection and testing methods, and carry out or participate in the revision of standards; (3)Have the ability of early warning and response to emergencies; (4) Able to complete the corresponding statutory inspection, supervision and inspection, law enforcement inspection, emergency inspection, risk monitoring, risk assessment and other tasks; (5) Able to guide the inspection and testing work in related fields of grade C Cosmetics; (6) Can provide reliable technical support for government departments to issue cosmetic quality announcements. C- level function positioning (1) Having the ability of routine inspection and testing of cosmetics to meet the technical support requirements of batch, rapid inspection and testing and regional supervision; (2) Be able to complete the corresponding cosmetic supervision and law enforcement routine inspection and emergency inspection tasks; (3) Able to provide reliable technical support for daily supervision and law enforcement of government departments; (4) Have certain scientific research ability, carry out research on rapid and supplementary inspection and testing methods, and participate in the revision of local standards.
