In order to control the safety risks of whitening cosmetics, it was decided to incorporate them into the management of freckle cosmetics. Since the date of this notice, the food and drug regulatory authorities will no longer accept applications for non-special-purpose cosmetics for domestic or imported whitening products, and the production enterprises shall follow the 'whitening cosmetics management requirements' (Annex 2)Apply for product registration. For whitening products that have been accepted, the food and drug regulatory authorities will continue to review and issue filing certificates in accordance with the original regulations, and urge enterprises to re-declare according to the category of cosmetics for special purposes after completing relevant inspection items and materials in a timely manner. Whitening products that have obtained filing certificates and have not been re-declared and obtained approval certificates for special-purpose cosmetics as required by the notice shall not be produced or imported from June 30, 2015. Products with only cleaning and exfoliating effects shall not claim whitening and whitening functions. If the filing certificate has been obtained, an application for name and label change shall be submitted to the original filing management department. The original product packaging can be used until June 30, 2015, and the relevant products can be sold until the end of their shelf life. Management requirements of whitening cosmetics in order to strengthen the supervision and management of whitening cosmetics and protect the health rights and interests of consumers, the following requirements are put forward for the management of whitening cosmetics: 1. General requirements for cosmetics that claim to help skin whitening, the special-purpose cosmetics which are included in the freckle removing Category shall be strictly managed, and the special-purpose cosmetics approval certificate must be obtained before they can be produced or imported. Among them, if the skin whitening effect is achieved through physical covering, the product label should be clearly marked with only physical covering effect. 2. Registration management related requirements when applying for whitening cosmetics for special-purpose cosmetics, the inspection requirements, data requirements and approval procedures shall be implemented in accordance with the current regulations on freckle cosmetics. When applying for special-purpose cosmetics for whitening products with only physical covering effect, the inspection requirements, data requirements and approval procedures shall be implemented with reference to the current relevant regulations on imported non-special-purpose cosmetics. When issuing the Administrative License for special-purpose cosmetics, indicate 'only with physical covering effect' in the remarks column of the license '. III. Relevant requirements for transitional management (I) For whitening products that have been accepted but have not yet obtained the filing certificate for non-special-purpose cosmetics, the food and drug regulatory department will continue to review and issue the filing certificate according to the original regulations. The applicant may also apply for withdrawal from the trial and re-declare according to the category of cosmetics for special purposes after completing the relevant inspection items and materials in accordance with the relevant requirements of cosmetics for special purposes. (II) For whitening products that have obtained the filing certificate of non-special-purpose cosmetics, after completing the relevant inspection items and materials according to the relevant requirements of freckle-removing special-purpose cosmetics, domestic products will submit registration applications according to new products, the imported products shall be applied according to the category of cosmetics for special purposes. Imported whitening products with only physical covering effect can directly apply for changing the category of cosmetics for special purposes.
